Are animated hotspots software dependent or do you make them yourself?

Hm - Tourweaver itself can handle this.

Also you can deal with the manually in Flash (KRPANO, FPP)

FPP is Flash Panorama Player flashpanoramas.com one of the 2 most advanced flash panorama viewers.
KRPano.com is the other.

Both of them are based on a simple text/XML file which controls all your design and viewing parameters.

FPP accepts jpg, png or swf files for hotspots so you can easy create an animated swf file for use as a hotspot.
This can be done in Adobe Flash CS3 or in any other software which can create animations and export them as flash.
