It does not say that that recommendation applies to the 12mm zoom position. I estimate that the vertical FOV at 12mm at a crop factor of 1.6 is only 110 degrees. A tilt of about 36° is needed to close the zenith hole. You would need to use the 8mm zoom setting to get 180° vertical coverage (or slightly less in practice).
